In order to be able to boot AIX 1.3 qcow2 image qemu needs to be patched with the i8259 patch 
The patch is compatible with the latest git Qemu version https://github.com/qemu/qemu so git clone 
that and apply the patch. 

Once done copy all the above files to your working directory and unzip them. 

execute run-vga.sh  and boot from floppy disks as shown on this video

When the first boot screen pops in - press space to get to the boot menu.

Make sure to choose boot from floppy
Module to be loaded:       unix.gen
System mode:               Multi User 
Run system from hard disk: Yes 

(you can set the values with spacebar)

There are 2 accounts you can use 

root:password
user:password 

To start the 1337 X session just run startx or xinit :) 
To compile C code you can try the super-cool GCC 1.39 
gcc is in /usr/bin and all the gcc libs in /usr/lib
