Astra Linux for RPi arm64
Download http://download.astralinux.ru/astra/experimental/novorossiysk-rpi-arm64/iso/4.11.4.img.tgz
Tested on the RPi4
Extract the tgz and dd to a microSD card like a normal RPi system image
Astra Linux is based on Debian 9.0 aarch64
Kernel 5.4.0-1006-raspi2 aarch64
I have compiled some pkgsrc packages whih can be installed via a compiled and bootstrapped pkg tarballs
PKGSRC version -> 2021Q2
Howto

Download pkg-pkgin.tar.gz to installed Astra on the RPi4
as root extract in /usr
# gunzip /usr/pkg-pkgin.tar.gz
# tar -xvf /usr/pkg-pkgin.tar
In order to use this repo you need to add the following to /usr/pkg/etc/pkgin/repositories.conf
http://45.76.81.249/pkgsrc/Astra-aarch64/All
Make sure you update /usr/pkg/bin and /usr/pkg/sbin to your path
pkgin can be used to install the aarch64 packages built on the Astra Linux RPi4
